New York Legislation Would Ban Anonymous Online Speech

Sounds like these lawmakers haven’t been around the block with SOPA and other state legislation to control what happens on the Internet.  The critical phrase is “New York-based website”.  Is that a registered New York  company?  A server in a garage located in New York? I’ve got websites whose Apache, IE, or JBoss instance is loaded on a server in England thats owned by a New York company.  Does that count?  Let’s see.
